Dugan said the Gosnell, 46, was driving an SUV on South Craycroft Road between 25th and 26th streets when he struck a man on a bicycle around 2:30 p.m. on Feb. 14.
The cyclist, a 49-year-old Tucson man, suffered broken ribs and internal bleeding.
The TPD released several photos of a person of interest Sunday night and asked for help in identifying the man.
Dugan said the cyclist was not wearing a helmet but was riding in a designated bike lane when he was struck.
