Authorities accuse ex-foster parent of providing children to soldier for sex
SIERRA VISTA, AZ (Tucson News Now) - Explosive allegations involving two lovers - one a former foster parent, the other an active-duty soldier - are surfacing in Sierra Vista, located 90 miles southeast of Tucson.
Tucson News Now has confirmed the arrests of David Frodsham, 59, and Army Spc. Randall Bischak, 25, following an extensive investigation by the Sierra Vista Police Department and Homeland Security Investigations.
Frodsham, a certified foster parent in Arizona from 2002 to 2015, is accused of allegedly providing underage children for Bischak to have sex with.

The two men were also reportedly involved in a consensual sexual relationship, authorities said.
According to Tanja Linton, the media relations officer at Fort Huachuca, Bischak is assigned to the Military Intelligence Corps Band, and he is being investigated by fort authorities.
During a recorded interview with Homeland Security Investigations, court documents indicate Bischak admitted to receiving and distributing child pornography from his cellphone.
That same documentation, obtained via the United States District Court, District of Arizona, outlines the forensic examination of Bischak's cellphone, which revealed several videos of child pornography, "including one that depicts Bischak having sexual intercourse with a minor child."
Both men were taken into custody on April 21 after search warrants were served at each suspect's home in the days prior.
Federal agents reportedly seized several electronic devices from Bischak's Sierra Vista home in the 1500 block of Paseo La Paz, including cellphones, tablets and computers.
Court records also indicate Frodsham, who worked at Fort Huachuca in a civilian capacity as recently as 2012, was previously charged with two counts of child/vulnerable adult abuse last April after an aggravated DUI arrest with a child under the age of 15 in the car.
With regard to this case, investigators said text messages to and from each suspect implicated both men.
The messages allegedly discussed sexual activity with minors and how Frodsham could bring children with him when he and Bischak would meet for sex.
Sierra Vista police obtained a search warrant for Frodsham's home in the 1200 block of Sunflower Way and subsequently arrested him on charges of sexual conduct with a minor, conspiracy to commit sexual conduct with a minor and two counts of sexual exploitation of a minor.
Frodsham was booked into the Cochise County Jail on a $500,000 bond.
Bischak, too, was arrested April 21 and taken into federal custody.
Authorities are trying to determine if any additional victims or suspects are still outstanding.
