A man accused of shooting two women, one fatally, has been declared mentally incompetent, according to Tift County District Attorney Patrick Warren.
Emmanuel Matt Uzowihe is being transferred to a state hospital and will remain there until his competency is restored, Warren said. Officials will review his status once a year to determine whether progress is being made.
